In short, no. Precipitation such as rain, fog, hail and snow has no direct impact on the speed or stability of PaNETma wireless connections. Hurricanes would present a problem if they occurred in Panama, which they don't.
Like all electronics, PaNETma receivers can be damaged by lighting.
